Mediates the proteasomal degradation of host STAT2 with Elongin-Cullin E3 ligase. Induces activation of NF-kappa-B. Suppresses premature apoptosis by an NF-kappa-B-dependent, interferon-independent mechanism and thus facilitates virus growth. May also inhibit viral transcription and RNA replication (By similarity).
